3. Which solution will have the best long-term effect after being implemented by the government, such that the Elderly Special Rights Act can be improved as much as possible over a long period of time?

4. Which solution will be the easiest to manage when implemented by the government so that there will be as few problems as possible in the process of improving the privileges?

5. Which solution will be the most worthwhile to invest in for the government so that the effectiveness of the Elderly Special Rights Act can be increased with an appropriate cost as well as good sustainability?
