Fundamental Problem

After much thought, here is our Fundamental Problem.

Given the inference we have made that the privileges given to the elderly by the Elderly Rights Special Act are easily exploited through loopholes (condition phrase), how are we going to minimize the chances of exploitation of these privileges (key verb phrase) so as to ensure that the country will continue to prosper with effective privileges for everyone (purpose) in the year 2050 and beyond? (future scene parameters)


Our analysis shows that in the future scene, potential problems relating to the the exploitation through loopholes in the Elderly Special Rights Act may occur, such as elderly doing crime as they do not get punished heavily, elderly driving on roads and jeopardising safety of other drivers and elderly buying several and big houses as they are given heavy subsidies.
